Toby Silverman MD, MPH

Former Deputy Associate Director for Medical Affairs
FDA, Office of Blood Research and Review

Dr. Silverman is a board-certified pathologist in clinical and anatomic pathology, with a strong background in molecular biology, clinical trial design and analysis, emergency preparedness, and FDA regulation of biologics, drugs, and devices. She consults to the Department of Health and Human Services on development of medical countermeasures for radiation and nuclear events including the development of cellular and regenerative medicine products.

Dr. Silverman served for 19 years at the U.S. Food and Drug Administration’s (FDA) Center for Biologics Evaluation and Research (CBER) and was most recently Senior Advisor in the Office of Blood Research and Review, responsible for key CBER initiatives related to biologic development, pharmacovigilance and hemovigilance, which involved safety monitoring of blood and related components. Her focus has been on the development of oxygen-therapeutics for the treatment of acute anemia including anemia die to traumatic hemorrhage. Dr. Silverman was also formerly Branch Chief of the Clinical Review Branch in the Division of Hematology at FDA.
